Seabrook Shisko is the founder and President of S3 Construction, a Spartanburg-based civil sitework and concrete construction company established in 2021. With a background in industrial concrete and heavy civil operations, Seabrook has built his career on delivering precision-driven, high-performance infrastructure across a range of project types. His expertise spans grading, utilities, concrete, erosion control, and large-scale equipment operations, which laid the foundation for S3’s evolution into a full-service civil contractor.

From day one, Seabrook’s vision has been to assemble a team of highly experienced, dependable professionals capable of executing civil site packages of any size. In 2023 and 2024, he brought that vision to life by partnering with respected industry veterans to form S3’s core leadership team. Under his direction, S3 Construction continues to grow its presence across the region, delivering reliable, high-quality results with a strong emphasis on safety, accountability, and performance.

JD Smith brings nearly five decades of experience in civil construction, site development, and general management. Throughout his career, he has built a reputation for delivering complex grading and infrastructure projects across industrial, residential, and commercial markets with consistency, precision, and integrity. JD is known for his ability to lead large teams, resolve challenges in the field, and maintain accountability throughout all phases of construction.

Prior to joining S3 Construction, JD served as General Manager for a regional grading company, where he oversaw multimillion-dollar projects and earned recognition for his operational leadership and project execution. Since joining S3, he has continued to guide high-impact civil sitework packages across the region, contributing to the successful delivery of subdivision developments, commercial sites, and industrial facilities. JD’s experience, combined with his steady leadership and results-driven approach, makes him an essential part of S3’s core team.

Gerald Whitaker is a veteran construction professional with over 25 years of industry experience, including more than a decade leading civil sitework and general contracting projects as a project manager. His career spans residential, commercial, and industrial sectors, where he has consistently demonstrated the ability to manage complex schedules, coordinate multiple crews, and deliver high-quality results in fast-paced environments.

Gerald’s leadership on the ground is backed by 12 years of experience as a superintendent, giving him a deep, hands-on understanding of the entire construction sequence—from initial clearing and grading to final paving and turnover. As the licensed qualifier for S3 Construction and an OSHA 10 certified professional, he plays a critical role in maintaining operational standards, safety, and quality control across all active jobsites. Since joining S3, Gerald has led the successful execution of numerous site development projects throughout the region, further strengthening the company’s reputation for reliability, responsiveness, and performance.

Brandy Blake brings over 15 years of land development experience to her role as Director of Construction Management at S3 Construction. Her background spans both public and private sectors, including extensive work in planning, entitlements, and horizontal development. Brandy previously served as Entitlements Manager for a national homebuilder, where she oversaw the contractual delivery of more than 12,000 finished lots from developers—coordinating across engineering, permitting, and construction teams to ensure projects stayed on schedule and met build-ready standards. Earlier in her career, she held planning and development roles within multiple municipalities, giving her a strong foundation in regulatory processes, utility coordination, and municipal approvals.

At S3 Construction, Brandy leverages her comprehensive experience to manage projects through every phase of site development. She works closely with field teams, subcontractors, and clients to ensure schedules are met, issues are resolved quickly, and work is completed to the highest standards. Her ability to anticipate challenges, streamline communication, and bridge the gap between planning and execution makes her a key contributor to S3’s operational success and long-term growth.
